INTRODUCTION
The National System for the Comprehensive Protection of Children and Adolescents (SIPINNA) is the mechanism for coordinating public policies and programs designed to guarantee the rights of more than 38 million minors, with citizen participation. It represents one of the most significant institutional advances of recent decades, established by the General Law on the Rights of Children and Adolescents in 2014.
Since 2011, we have promoted various advocacy and research processes on models for the National System of Comprehensive Protection of Children and Adolescents. The 2014 General Law on the Rights of Children and Adolescents established the most advanced institutional design in the region, including the participation of civil society. Since 2015, we have supported the creation of the National System of Comprehensive Protection of Children and Adolescents (SIPINNA MX) and its gradual implementation in the 32 states and hundreds of municipalities. Tejiendo Redes Infancia en América Latina y el Caribe also promoted the First Inter-American Forum of SIPINNAS in 2017, together with the Executive Secretariat, the IIN-OAS, and the IACHR. We supported the IACHR in the regional consultation and development of the IACHR report on National Systems for the Protection of Children's Rights. We continue to promote the Inter-American Forums in Uruguay in 2018, with Paraguay in 2020 and again in Mexico in 2023, moving forward with the active participation of girls, boys and adolescents.
In this context, we believe it is necessary to continue with spaces for reflection where public officials share their learnings on inter-institutional coordination mechanisms; in addition to suggesting new ways of relating to the social organizations participating in the national system of comprehensive protection at the federal, state and municipal levels.
GOALS
- To present the best practices and recommendations of the Executive Secretariats of SIPINNA and the Offices of the Attorney for the Protection of Children's Rights to achieve better coordination between authorities and social organizations.
- Identify the main challenges of SIPINNAs for effective and collaborative coordination with social organizations, and some strategies to overcome them.
- Recovering the knowledge of social organizations to improve the comprehensive protection system for girls and adolescents.
METHODOLOGY
To facilitate people's participation in the reflection process:
– An online form with open and closed questions about the topics of the virtual forum will be available. The form will be available from the announcement and can be accessed from any device with an internet connection.
– During the Zoom sessions, the objectives and methodology will be presented to encourage participants to share their opinions and experiences. A chat feature will be available during the sessions where participants can send brief messages with comments or questions.
– The questions will be classified by topic and assigned to the people responsible for answering them.
– The sessions will be video recorded on OllinTV and a summary document of the virtual forum will be produced.
In three panels, participants will share best practices in inter-institutional coordination, relying on the promotion of citizen participation, differentiating the implementation of cross-cutting policies from assistance actions; to identify the main challenges in the public function and the strategies to overcome them.

This will be followed by a recap of citizen proposals, highlighting the importance of the role of social organizations within the national system and the relevance of continuing to promote the active participation of children and adolescents.
